Employment, companies as guarantors of training

Overview

Even before the Covid-19 pandemic, the labour market was undergoing adjustments due to technological change, globalisation, population ageing and the transition to a low-carbon economy. In this context, it is more important than ever to provide opportunities for re-skilling and upskilling to enable our societies as a whole to benefit from these transformations.
Companies are the source of adult qualification needs and opportunities. Yet, during the crisis, the proportion of employees who received training fell for the first time in a decade. Moreover, not all companies have the capacity or the means to organise these opportunities effectively for their employees. Even among the largest companies, interest in training those who need it most is sometimes considered low. Public policies therefore have a key role to play in developing a genuine training culture, while helping to reduce the informational, organisational and financial barriers that hinder its development.
