Mediating Institutions : The Overlooked Intermediaries

Overview

Intermediate bodies constitute an essential link with civil society. Trade unions, associations, political parties, chambers of commerce, commercial courts, labor tribunals, and professional federations enable the representation of economic and social interests alongside the traditional political representation based on universal suffrage: they act as intermediaries between the people and political power.

Historically weakened since the French Revolution, they now suffer from a lack of public and political recognition, as well as contested legitimacy. They find themselves caught between a centralized state and a growing demand for direct relationships with citizens. Yet they remain crucial for structuring social dialogue, strengthening democracy, and supporting the most vulnerable territories.

In a context marked by social tensions, successive crises, and widespread distrust, how can intermediate bodies be strengthened to reinforce democracy and social cohesion?
