As the world’s population continues to move to cities, as many countries are reaching a demographic peak and as the third industrial revolution is underway, infrastructures are becoming a major issue. But this key sector has long been suffering from chronic underinvestment. How to strike the right balance in times of crisis and scarce available savings? How to ensure genuine cooperation between European countries? Massive urbanization calls for a rethinking of city policies. How to address these challenges? How will Africa and other emerging countries respond?
