
Victor Luiz DO PRADO
Bio
Victor do Prado currently teaches Geoeconomics and Diplomacy at the Paris School of International Affairs – SciencesPo and is a Member of the International Board of the Brazilian Center for International Relations – CEBRI. From 2012 to 2022, he was the Director of the Council and Trade Negotiations Committee Division of the World Trade Organization - WTO in Geneva, with responsibilities for the management of the main decision-making bodies of that Organization (Ministerial Conference, General Council, Trade Negotiations Committee, Dispute Settlement Body). He previously served as WTO deputy Chief of Staff under Director-General Pascal Lamy (2005-2012) and as a Counsellor in Rules Division (2002-2005).
Do Prado is a former Brazilian diplomat and participated in several international trade negotiations (GATT/WTO, Mercosur, bilateral trade agreements). He coordinated dispute settlement proceedings for Brazil and served as WTO Dispute Settlement panellist in three cases (Canada - Periodicals DS31; Japan - Film DS44; and Argentina - Hides and Leather DS155). He was senior trade and economic advisor to Brazil's foreign minister (1997-2001). Do Prado also served at the Brazilian Embassy in Berlin (2001-2002).
Victor do Prado holds a Degree in Law from the University of São Paulo and a Master's degree in International Relations from the Brazilian Diplomatic Academy (First of class, Rio Branco prize and award). He is board member of the World Trade Institute – WTI (Bern University) and a frequent guest lecturer in universities in Europe, Asia and Latin America. He speaks Portuguese (mother tongue), English, French, Spanish and German.
Victor do Prado currently lives in Estoril, Portugal, where he is a volunteer in community services. He also provides consultancy services on international trade matters
