Tatiana Molcean is the United Nations Under-Secretary-General and Executive Secretary of the UN Economic Commission for Europe (UNECE), appointed by the UN Secretary-General on 26 July 2023. Ms. Molcean brings to this role nearly two decades of diplomatic and public-sector experience, having previously served as Moldova’s Permanent Representative to the UN in Geneva and the WTO, and as Ambassador to Switzerland and Liechtenstein. Earlier in her career, she was State Secretary and Deputy Minister for Multilateral and Bilateral Cooperation at the Ministry of Foreign Affairs and European Integration of Moldova. She holds an LL.M. in International Law from Moldova State University and completed the Graduate Institute’s Multilateral Diplomacy Program in Geneva. At UNECE, Ms. Molcean leads work across a broad portfolio, such as trade and transport, energy transition, circular economy, climate and environment, housing and urban development, advancing practical standards and cooperation among 56 member States. An International Gender Champion, Ms. Molcean actively promotes gender equality in multilateral fora and is recognized for steering consensus in complex negotiations, drawing on her experience chairing the WIPO General Assembly.
