Pierre HEILBRONN

Bio

Pierre Heilbronn is an international strategic advisor and former Special Envoy of the President of the French Republic for Ukraine's Relief and Reconstruction (2023–2025). He previously served as Vice President of the European Bank for Reconstruction and Development (EBRD). Throughout his career, he has held several senior positions within the French government and the European institutions, including Deputy Chief of Staff to the Minister for the Economy and Finance, Deputy Secretary-General for European Affairs to the Prime Minister, and Head of Cabinet to European Commissioner Benita Ferrero-Waldner. As Special Envoy to the President of the French Republic, he led France's contribution to Ukraine's emergency assistance, recovery and reconstruction efforts, working in close cooperation with the Ukrainian authorities, G7 partners, the European institutions, and multilateral development banks. He now advises business leaders, investors and international institutions on issues related to economic sovereignty, infrastructure finance, the energy transition, reconstruction and European integration. He serves as Chair of the Board of the Ukraine Cultural Heritage Fund and teaches at Sciences Po. He is currently on leave from the French Inspectorate General of Finance.
