Territorialising governance

Overview

The crisis of mistrust that has hit our institutions and the succession of upheavals we are experiencing – the COVID crisis, economic and social difficulties linked to the impact of the Ukrainian crisis, climate issues… – make it increasingly urgent to improve our collective decision-making and action methods. More and more, in all fields, it is the subject of power sharing, to optimize our capacities to decide and act collectively, that is at the heart of the debate. And therefore, of decentralization and the place of territories in governance. With new technologies and new social issues, new forms of expression have been made possible. This movement has been expressed in the field of political governance, of course, but also in other fields, notably in companies and their relations with the territories.

Whether it is a question of health, but also of security, or of the interest of local economic governance and support for local economic activity, the same question arises: what is the right level to decide and act? Are the administration and regulations, often denounced as too fussy, really a burden for local authorities?
