Abdourahmane CISSE

Minister of Budget and State-Owned Entities - Republic of Cote d’Ivoire

Mr. CISSE is currently the Minister of Budget and State-Owned Entities of the Republic of Cote d’Ivoire.

As such, Mr. CISSE oversees the Budget, Customs, Tax, State-owned Entities and Public Procurement administrations.
Before being appointed Minister in November 2013, Mr. CISSE was Chief of Staff at the Ministry of Economy & Finance of Cote d’Ivoire. Prior to this, he was an Advisor to H.E. the President of Côte d’Ivoire, in charge of Public Finance.

Mr. CISSE started his career at Goldman Sachs in London in 2005 as a Sales / Structurer within the Commodities Department covering European Corporate Clients and Governments. He then moved to the Equities Division as a Trader to help build the franchise business. In his last position at Goldman Sachs prior to joining the public administration in his home country, he served as an Executive Director in charge of equity volatility trading on Dividend and Eurozone indices within the Equities Derivatives Division.

Mr. CISSE graduated from Ecole Polytechnique (France, X2001) with an Engineering Degree and holds a Master of Science in Petroleum Economics & Management from the French Institute of Petroleum (IFP School –France).

In 2017, Mr. CISSE was named Young Global Leader by the World Economic Forum.
