Bio
Pierre Lévy, French Ambassador, is the Chairman of the Board of Directors of the IHEDN (Institute for Advanced Studies in National Defence). He has dedicated the majority of his professional career to European affairs and issues related to Eastern Europe.
He served as Ambassador to Russia (2020–2024), Poland (2016–2019), and the Czech Republic (2009–2013). Within the central administration of the Ministry of Foreign Affairs, he held the positions of Director for the European Union (2013–2016) and Head of the Common Foreign and Security Policy Department (2002–2005), after having served as Deputy Chief of Staff to Pierre Moscovici, Minister for European Affairs, from June 1997 to May 2002.
Pierre Lévy headed the Policy Planning Staff (Centre d’analyse et de prévision - C.A.P.) at the Ministry of Foreign Affairs (2005–2009) and served as Secretary General of the Commission for the White Paper on France's Foreign and European Policy (October 2007–July 2008).
Previously, he was Deputy Director within the Directorate for Economic and Financial Affairs, and subsequently within the Directorate for European Cooperation at the Ministry of Foreign Affairs. He has been posted to Germany and Singapore. He began his career holding various positions at the Ministry of Economy and Finance, focusing successively on foreign trade policy and economic relations with Asia.
He graduated from ESCP Europe, the Paris Institute of Political Studies (Sciences Po Paris), and holds an advanced degree (DEA) in Economics from Paris IX Dauphine University. He is an alumnus of the École Nationale d'Administration (ENA, 1983, "Solidarité" cohort).
