Bio
H.E. Dr. Or Vandine began her healthcare journey as a Primary Nurse before earning her Medical Doctor degree in 1988, driven by Cambodia’s urgent health needs. She started as a vaccinator volunteer in a remote province and later worked as a medical doctor at Siem Reap Provincial Hospital, a region deeply affected by conflict. In 1994, she became the first Cambodian woman to receive a Fulbright Scholarship. She earned her Master of Public Health from Yale University, which later awarded her the Public Health Honor Roll in 2009. Dr. Vandine was pivotal in establishing Cambodia’s Communicable Disease Control Department and led national efforts against HIV, TB, and malaria through the Global Fund. She also helped establish the Ministry’s Department of International Cooperation and held key roles, including Chief of Cabinet, Director General for Health, and Spokesperson. After being appointed Secretary of State for Health in 2019, she became the “face of the COVID-19 pandemic,” earning recognition and appreciation from the Royal Government of Cambodia, the US Embassy, CMAC, AmCham, and HACC.
