Ludovic NGATSE

Holder of a PhD in Management Sciences and a certified chartered accountant, Ludovic NGATSE has served as Minister of Economy, Planning, Statistics and Foresight since 24 April 2026. He previously served as Minister of Budget, Public Accounts and Public Portfolio from 24 September 2022 to 9 January 2025, after having held the position of Minister Delegate to the Minister of Finance, Budget and Public Portfolio, in charge of the Budget, from 16 March 2020 to 23 September 2022.

Before joining the Government in March 2020, Ludovic NGATSE spent his entire career in the private sector, with 25 years of professional experience at the international audit firm Ernst & Young, while also maintaining his position as lecturer-researcher at the Higher Institute of Management of Marien Ngouabi University.

Ludovic NGATSE joined EY Congo in 1995 as an Assistant and rose through the ranks to become Partner and Managing Director of the Congo office in 2003, a position he held for seventeen years. Over the course of this distinguished career, Ludovic NGATSE carried out various assignments in Central and West Africa. He developed strong expertise in financial and operational auditing for insurance companies, financial institutions, banks, oil companies and the public sector, and conducted several assignments with the World Bank, the African Development Bank and the IMF.

Ludovic NGATSE also held cross-functional responsibilities as Head of Emerging Markets and Head of Quality and Risk Management, operating from Congo for EY’s Francophone Africa offices. In this capacity, he gained extensive experience across countries in the sub-region through the many assignments he led.

Ludovic NGATSE is an expert in the management of privatization operations, as well as audit, diagnostic and restructuring assignments for the banking and insurance sectors.

Finally, Ludovic NGATSE was the first President of the Order of Chartered Accountants of Congo and a member of the Transitional Bureau of the Higher Council of National Orders of Chartered Accountants of the CEMAC region, established by Decision No. 014/CEMAC/P/C/DMC of 15 January 2019.
