Bio


Prof. Dr. Noha Adly is a distinguished academic, and national leader in digital transformation, research, and innovation. She is a Professor of Computer and Systems Engineering at Alexandria University. She obtained her Ph.D. in Computer Science from the University of Cambridge, UK, in 1995. Since 1988, she has held numerous academic and research positions both in Egypt and abroad. She was a visiting researcher at Georgia Institute of Technology in 1991 and Cornell University in 1993, USA. In 1995, she served as a research associate at AT&T Research Labs in Cambridge, UK for two years.

Since 2020, Dr. Adly serves as the Advisor to the Minister of Communication and Information Technology for Research and Development, where she co-founded the Applied Innovation Center (AIC) in Egypt, a governmental entity that develops national-scale solutions using cutting-edge technologies, especially Artificial Intelligence to advance national priorities and drive Egypt’s innovation-based digital economy.

Until February 2013, Dr. Adly served as Head of ICT sector at the Bibliotheca Alexandrina (BA). She was called to join the Library in 1997 to serve as a consultant for the design and installation of its network and information system. Since then, she had served in several managerial positions where her responsibility had been articulated around the BA’s overall ICT strategy, architecting its data policies and methodologies including the design of its institutional repository and digital library initiatives. Under her leadership, the BA emerged as a regional center of excellence in digital preservation, with a focus on Arabic content. Among her notable achievements was the establishment, in 2002, of the only mirror of the Internet Archive outside the United States, hosted at the BA.

From 2013 to 2016, Dr. Adly was appointed as the First Deputy to the Egyptian Minister of Communication and Information Technology, where she led the formulation and development of Egypt’s national ICT strategies and sectoral business plans. She played a key role in developing the national ICT strategic plan for 2020 and oversaw several flagship initiatives, including the Government Cloud Computing Strategy, the National Digital Arabic Content Strategy, and the Free Open-Source Systems Strategy, which collectively strengthened Egypt’s digital infrastructure and innovation capacity.

Between 2016 and 2020, she served as a Scientific Advisor to the Director of the Bibliotheca Alexandrina (BA) and Head of Serageldin Institute for Multi-disciplinary Advanced Research (SIMAR). In this role, she led multi-disciplinary research employing quantitative analysis and modeling to address critical national challenges in education, healthcare, poverty alleviation, food security, climate change, population, attitude surveys, household analysis, and quality of measurement.

Dr. Adly continues to advise governmental, academic, and international institutions on technology policy, digital transformation, and R&D strategies. She serves in the board of Egypt National Postal Authority, WAVZ Digital Transformation, and others. She is a member of the Association for Computing Machinery (ACM), the Institute of Electrical and Electronics Engineers (IEEE), in addition to several scientific and advisory committees. She has authored and co-authored more than sixty publications in peer-reviewed journals and international conferences in the field of computer science and engineering.

Dr. Adly’s career reflects a lifelong commitment to fostering knowledge societies, advancing technological innovation, and empowering sustainable development through the integration of science, research, and technology.
