Reintroducing the long term into policy making

Overview

A succession of violent crises, emergency management in curative mode, the tyranny of instantaneous information exacerbated by social networks… rarely has political time seemed so short.
However, it is clear that the major challenges – first and foremost the ecological transition – require the ability to think and take public action over the long term, and this shortening of horizons presents, at best, the risk of inaction or delay in the policies implemented and, at worst, the risk of short-term decisions that are inconsistent with the long term.
How can we reintroduce the long term into public decisions? What can we learn from successful experiences, in France or elsewhere, and from the difficulties that could not be overcome? What roles can the various stakeholders – citizens, economists, experts, business leaders, and of course political leaders – play to contribute to this reconciliation?
