Building a European digital sovereignty
Meta, Google, Apple, TikTok, AliBaba… the digital world is largely dominated by non-European operators (mainly American and Chinese). However, the digitalisation of whole areas of our societies – from economic exchanges, social interactions, access to information and culture to democratic life – is disrupting our lifestyles, which calls for new forms of expression of sovereignty. What part should public power play in the digital world? The challenge is immense. To succeed in this transformation, it is important to support the emergence of major European operators by laying the foundations of an ambitious strategy on a European scale. But it is also necessary, without delay, to regulate the actions of foreign companies by making them subject to respect for European values. Building digital sovereignty in Europe is therefore both an industrial and a regulatory challenge.
