Intergenerational at the heart of solidarities

Overview

Since 1945, France has been heir to the French National Council of Resistance’s program “Les jours heureux”, that is now considered opaque and out of date. While environmental, social and economic issues may be evolving, the challenge of solidarity remains.

Today, one young person in two does not resort to assistance in various areas (inclusion to the professional sphere, healthcare, housing…) and 34% of those eligible for the RSA do not apply to it. Moreover, 16,2% of 18-29-years-old live below the poverty line, compared with 14% of the overall population. The French healthcare model is no longer able to deliver on its promises. In 2025, the financial difficulty of accessing to healthcare (41%) and of accessing to healthcare professionals (46%) bring to 54% the proportion of French people who fear they won’t be able to get healthcare (Elabe, Baromètre des Territoires, 2025). In France, 64% of 18-30-years-olds feel that the welfare system if not fair and two out of five feel inadequately protected (Projet Jeunesse(s) 2025). This assessment reflects a loss of confidence in a system that is perceived as inefficient and ill-adapted to their realities.

How can we make the healthcare system more accessible to regain the trust of citizens? How can we reimagine the retirement model to reduce inequalities within and between generations? Can we consider an evolution that would enable young people to feel involved in social welfare, by informing themselves and integrating?
