Territory, the first divide between young people

Overview

The territory is defined as a space arranged and organized by human societies. It’s both physical (relief, climate) and social (cities, infrastructures, networks). As a space that is lived in, perceived, and represented by those who live in it, and cross by it, the territory is plural, complex and the bearer of multiple identities. Territorial planning and development policies are unevenly deployed or even disconnected from local issues. This disparity limits the potential attractiveness of some areas and hinders the mobility of young people. The territory is an additional challenge when it comes to the choices between “no choice but to leave” or “give up study or employment prospects for lack of means”.

Indeed, nearly half of 18-30-years-old had to leave their region to pursue their studies or find employment (JAM, Projet Jeunesse(s) 2025). Yet, youth is an essential driving force for the future of territories. Access to information, training, culture, digital technology and mobility are decisive levers for emancipation and participation in local dynamics. How can we address the territorial imbalance that is exacerbating inequalities?

How can the various players (civil society, public and private actors) cooperate to promote territories’ development? How can we steer territorial policies to make young people’s mobility possible and truly chosen.
